Thank you to the working group members who participated in the Theme #2 Working Session for the Roselawn Neighborhood Plan.

This meeting focused on the future of Housing in Roselawn — including improving housing conditions, addressing problem properties, and helping residents stay in their homes while strengthening neighborhood stability.

We also want to thank the city departments who joined the session and helped answer questions, share resources, and support our discussion.

Join us at Roselawn Condon School in the Auditorium to talk Parks, Community Facilities, Safe Streets, and the Overall Quality of Life for Roselawn Resident

What We Discussed


Participants worked as a group to share ideas and identify potential projects.

We focused on two main topics:

Major Talking Points:

  • Code enforcement is largely complaint-driven, meaning issues are often addressed reactively rather than proactively
  • Education surrounding existing city programs that can help provide funding for homeowners and rental properties is important
  • Specific areas like Summit Road, Dawn Road, and Seymour Avenue were identified as having concentrations of problem properties, suggesting a need for targeted interventions
  • Programs like CERT and coordinated tracking systems present an opportunity to better identify and address repeat problem properties
  • There is potential to leverage tools like a TIF district to support certain improvements
  • Public Services is continuing to improve basic services like street sweeping
  • Neighborhood programs, activities, and community facilities were seen as important for improving safety and stability

Here is a consolidated list of ideas the group came up with:

Housing & Neighborhood Stability Projects


Most of the discussion focused on improving housing conditions and addressing problem properties. A key theme was the need to focus efforts in a small number of priority areas to make a visible impact.

  • Designate "Target Improvement Areas" to identify focus areas and prioritize high-need properties that can help guide where resources and efforts should be concentrated
  • Create a Problem Property Action Plan to track, escalate, and resolve repeat issues, especially in priority areas
  • Expand Access to Home Repair Programs to increase awareness of available funding and help residents navigate the application process
  • Address Vacant and Abandoned Properties to prioritize key sites and work with partners to stabilize and return them to use
  • Coordinate Neighborhood Cleanup in priority "target improvement areas" through volunteer opportunities or coordinating City services like street sweeping and trash removal
  • Build a Partnership & Volunteer Program by exploring opportunities to work with institutions, churches, and resident volunteers to help support exterior repairs, cleanups, and other neighborhood improvements
  • Launch a Housing Education & Outreach Campaign to share information about available programs, resources, tools, and homeowner responsibilities
