Project Information

The City of Covington Division of Parks & Recreation, in partnership with KZF Design, is leading the Goebel Park Master Plan, a community-driven effort to guide the future of one of Covington’s most important public spaces.

Established in 1909, Goebel Park has long served residents with recreation, events, and green space. As development continues around the city, including the Brent Spence Bridge Corridor Project, the City is taking a fresh look at the park to plan for its future.

The plan will serve as a roadmap to guide future investment, strengthen the park's role in the community, and ensure that development aligns with residents' vision, goals, and values.

Our Objectives

The Goebel Park Master Plan is intended to be more than just a document, it's a tool for community collaboration and implementation . It should reflect residents' vision and provide a framework to turn that vision into reality.

How the Plan is Being Developed

Creating a strong, community-driven plan requires a comprehensive process. The Goebel Park Master Plan will be developed through several key phases:

  • Project Initiation & Input Gathering – Listening to residents, park users, city staff, and stakeholders to understand what's working well and what could improve. This phase includes park tours, data collection, and initial community engagement.

  • Analysis & Visioning – Analyzing data and feedback to develop draft conceptual plans and strategies for improvements that reflect the community's shared vision for the park's future. This phase includes working sessions with city staff, the stakeholder committee, and another opportunity for community input.

  • Final Plan & Implementation Strategy – Refining recommendations, establishing priorities, developing cost projections and timelines, and preparing the final plan for City review and adoption.
