Overview
The Roselawn Neighborhood Plan is a collaborative effort between the City of Cincinnati Department of City Planning and Engagement, KZF Design, and the Roselawn community to create a shared vision for the neighborhood’s future. This Plan will guide decisions on the long-term physical, social, and economic development of Roselawn — ensuring it remains a vibrant, connected, and inclusive place to live, work, and invest.
Building on previous efforts, including the Bond Hill–Roselawn Plan (2019), the Plan offers an opportunity for residents and stakeholders to focus on Roselawn’s unique vision, priorities, and needs.
Why the Plan Matters
The Roselawn Neighborhood Plan is more than just a document — it’s a tool for implementation and collaboration. It reflects the community’s vision and provides a framework to turn that vision into reality. The Plan serves as a:

How the Plan is Being Developed
Creating a strong, community-driven Plan requires a comprehensive process. The Roselawn Neighborhood Plan will be developed in three main phases:
- Existing Conditions & Input Gathering – Listening to residents, businesses, and stakeholders to understand what’s working well and what could improve.
- Exploration & Visioning – Gathering input on draft concepts and strategies with the community to shape a shared vision.
- Final Plan & Adoption – Refining recommendations, setting priorities, and preparing the final Plan for City review and approval.
Goals of the Plan
Through this process, the Plan will:
- Identify and assess current conditions, challenges, and opportunities.
- Define a community vision and goals for Roselawn’s future.
- Develop strategies and recommendations to guide investment.
- Create an implementation roadmap for near- and long-term actions
